Fair use is fine and good...
 Most countries don't have the same legal construct of fair use as the
U.S. and at least the U.K. publishers that i've work with do not
recognize fair use
as a principle except for very small references to texts and when you sign
your copyright waiver, it usually has a clause indemnifying them against any
errors or permissions the author makes.
