George,

Make sure your Government Customer can pay via PayPal. Where I work it is
not allowed. There are exceptions, but they typically involve filling out
a PR with sole source justification for the purchase and proof that no
other payment options are available. In repeat cases we're typically told
to set up a contract with the vendor. I assume that your customer is
trying to get away from that.

If this is a regular customer you may have to set up your own CC billing
or find a third-party payment service that is acceptable. A number of
consultants we work with have done this.

Thanks Brad, I believe that my customer is really talking about Visa,
MasterCard, or American Express credit cards. They didn't mention PayPal.

The government has been saving costs on small purchases by using credit
cards rather than going through complicated paperwork that really costs
the taxpayer more (like the $800 hammers made famous a while back).

My one long-term client at NIH has been issuing small purchase orders for
$2500.00 to pay me. These small PO's don't require a long approval
process, so they can be issued quickly and without much trouble. When I
get close to the $2500 in billing, they just go and start a new PO for
further work.

My new client told me that, if I accepted credit cards, they could just
put my Invoice on a payment list for small purchases, and send it to
accounts payable, and then accounts payable would use their credit card
to pay my invoice quickly.

The customer can use regular credit cards with PayPal.  They don't  
need to have a PayPal account (beyond a login, perhaps), but you will.

You don't need a PayPal account login pay for something with your  
credit card.

This sounds like PayPal will take their percent off the top, and also the
credit card company will take their % too. I'm not sure I'd want to give
away that much money just to make it convenient. But of course, it all
depends on what the total percent taken off would be.

That is correct, but the problem with US Govt issued Credit Cards is that
the cardholder is not the card owner and doesn't directly pay the bill.
When their card statement shows a charge as "PayPal", which seems to
happen when you use a PayPal payment gateway, the person that authotizes
and makes the payment rejects it due to some obscure "unallowed purchases"
rule that says "no PayPal".

Since George mentioned this was a Govt. customer, I just wanted to make
sure that he was aware of this.

FWIW, we had a vendor that eventually setup a CC account via their bank
because of this very situation. They originally used a PayPal payment
gateway.
