I've had this problem with my installation as well and solve it by using the Windows XP Service Pack 2 compatibility mode (selectable in the Properties window of the Cygwin setup.exe executable).

It installs fine now... hope it works out for you too.

Ive even cancelled the installation, manually deselected the gnuplot
package, but same thing happens.
