Sure, I propose to switch Czech locale and all cz_CZ files to utf-8 as
it was done with Romanian, Slovak and Swedish ones in SM 1.4.15.
I do believe all you need to do is prepare .po files in utf-8, the rest
will be handled by SM developers.
