Debian should upgrade its listings software to more modern ones such
as google or nabble.

What would exactly this accomplish?  It will go to the WWW mail archives,
but would it contaminate the rest of the pages there and hose spidering for
the WWW mail archives?

I recall we used to honour X-no-archive in the mail *HEADER*, but that was a
_LONG_ time ago, I don't know if we still do.

Why, exactly?  If you prefer following the list using google, gmane, or
nabble, you are free to do so.  I actually prefer the current archive format
over gmane, but I (probably) would notice much if it changed.

HTML isn't allowed by the Code of Conduct, so "noindex tags" don't make
sense.
