In my experiences the answer is no.  I couldn't get anything written in VS for the compact framework with winforms to run in mono.  (although console apps did).  There is something about the way that assemblies are signed that makes it incompatable.  There was a program available to change the signature somewhere on the web, but you'll have to google it.  I didn't try it.
