Shift the whole score to the left by one beat?
The easiest thing to do there may be to shrink the left edge of the segment by
one beat (resize it toward the right), then move that segment to the left by
one beat.

Select the bar (double clicking with the arrow tool is a convenient way) and
Edit -> Cut and Close should take care of it.

What you speak of, my friend, is a kind of holy grail.
I've set out many times to write a tutorial explaining exactly how to use what
tool to clean up some mess in some score, and I always resort to hand work
somewhere.
I am still here at Rosegarden after getting depressed and deciding to go buy
some real software. I tried out all the demos I could get my hands on, and
the $1,000 stuff is no holy grail either.
There is no holy grail. Sometimes all you can do is erase the mess and draw
it by hand. Notation software universally sucks at making anything a human
plays on a keyboard simple. Unless you happen to be inhumanly good at
playing with precise timing.
