Hello,
I had the same problem. It was caused by the Data Execution Prevention
(DEP) feature of XP SP2.
I created an exception for TOAD.exe and the problem was gone:
- Go to "Control Panel" -> "System" -> Tab "Advanced"
- Click on "Settings" under "Performance"
- In the "Performance Options" dialog box, click the "Data Execution
Prevention" tab
- If "Turn on DEP for all programs and services except those I select"
is selected, click "Add"
- Locate TOAD.exe and click "OK"
Close TOAD if it was open and try to open it again. I didn't even need
to reboot.
