because there is no mail server running on your system.  if
there was one running and you are not connected ot the network,
the mail would get placed in the outbound queue.

Can you please check if 'rewrite' module is 'installed' and
'enabled' in Apache webserver.

I enabled rewrite module. This is what i get:

kartik@tiger:~$ a2enmod rewrite
Module rewrite already enabled

However, i am still not able to enable clean URL's.
