I think I need a supplementary GeoServer blog post, showing the two
process diagrams from the Perth meeting:
(1) GSIP as drawn by Justin and documented on the wiki.
(2) GSIP as implemented by Ben.

In (2) I noted that writing the proposal is the last step, one the
implementation is complete.  ;-)
