The end result was I had overlooked the IPTABLES configuration in my "host".

I have been able to install one package so far - a "yum install mc" worked
a treat and I can explore Fedora 11 for s390 to my hearts content.
For other mainframers out there - MC (Midnight Commander) is a Linux variant
of the old Norton Commander.
For those of us that Linux isn't our first language, Midnight Commander
makes navigation of the filesystem much easier - give it a try.
