I’m already using norm along with vad.
What’s frustrating is that vad seems to perform *less* effectively at stripping silence than the “silence” option does.
"Vad" was developed—specifically because the approach taken by "silence" didn't seem up to this particular task—as a feature request from those running the language learning website http://language101.com, where AFAIK it's been successfully used with thousands of voice samples, in several different languages. Here is the script that they used (which uses several other effects too):

That's not to say vad couldn't still be improved though. If the script still doesn't help, then please post the problematic sample.
