Globalize does support this, all you need to do is add the localized dialects (pt-BR, fr-CA, etc) in the languages table and use the rfc_3066 column instead of iso_639_1 and iso_639_3

Take a look at globalize's FAQ, the question is "Are translations by language or by locale? ...".
