Dojo doesn't use Google Analytics, except for dojox.analytics.Urchin
module --- a helper for Google Analytics, which you should include
explicitly to use. Obviously it is something else.

1) Make sure you don't use it, and the rest of your application doesn't
use Google Analytics using other means. This is how it can be installed:

2) If you use a custom build, make sure you don't use Packer --- it has
a well-known bug calling some random code.

3) Open existing Dojo tests and demos and see if they work for you (in
your case: do not call Google Analytics).

4) Try different network tracking means and browsers to see if it is
even related to your application. For example, I had some weird
experience with certain Firefox add-ons.
