It was never properly finished last time – there are still “drafting” comments and questions in it.

 

The key thing is that it the only official commissioning-guidance available!  The timing is a bit weird as I thought that commissioning standards were going to be looked at as part of “Pathfinder” projects.

NHS Evidence: draft accreditation process manual public consultation

Process manual for accrediting producers of guidance and recommendations for practice: a guide for producers and stakeholders.

1.1.         Introduction

As part of the 2008 next stage review ‘High Quality Care for All’ report from Lord Darzi, NICE was given the responsibility of managing the synthesis and spread of knowledge through NHS Evidence – a portal through which all healthcare professionals will be able to access authoritative clinical and non-clinical evidence and best practice. NHS Evidence will provide access to a comprehensive evidence base for everyone in health and social care who makes decisions about treatments or the use of resources.

NHS Evidence will quality-assess guidance producers in order to allow users to recognise sources of information of the highest quality and to drive up standards in the longer-term. NHS Evidence will not accredit the content of individual products, but will award a seal of approval – ‘the accreditation mark’ – to guidance producers that show compliance with a defined set of accreditation criteria that reflect the processes used to develop their products.

This draft ‘Process manual for accrediting producers of guidance and recommendations for practice: a guide for producers and stakeholders’describes the process for accrediting producers of guidance and recommendations for practice. It provides details on the scope for accreditation and what types of guidance producers are accredited, the criteria used to perform the accreditation assessment, the main steps in the process for reaching an accreditation decision and the notification and publication process of an accreditation decision.


The draft NHS Evidence process manual for accrediting producers of guidance and recommendations for practice is now open for consultation (see links below). We would like to receive comments on the document from anyone who has an interest in NHS Evidence.

Note: this document does not constitute the final process manual for accrediting producers of guidance and recommendations for practice and may change following this public consultation. Until the updated process manual is published, the current draft version will be followed for accrediting guidance producers.

5. Email your completed comments form to NHSEvidenceAccreditation@nice.org.uk by 5pm Friday 1st May 2009.

Dear Sir/Madam,

 

The SSNDS describes specialised services in sufficient detail to enable accurate identification of individual specialised service activity. This accuracy helps hospitals to provide soundly based costings and commissioners to effectively plan, procure and monitor specialised services activity. The second edition of the SSNDS comprised 35 Definitions and was produced in 2002, but is now out of date. The third edition of the SSNDS will be published over 2009/10. Through this email we are seeking views from your organisation on the draft text of one (or more) Definitions which will eventually form part of the third edition. These draft Definitions have been produced by clinicians appointed by the Royal Colleges and endorsed by their appropriate Societies.

 

The third edition SSNDS aims to improve the precision and coverage of these definitions, incorporating the most up to date diagnosis and intervention codes to make the SSNDS as comprehensive as possible. Improving the SSNDS is an iterative process and very much depends on the adequacy of national diagnosis and intervention classification systems. It should be noted that the SSNDS is a mechanism to identify service activity in a consistent way across all providers and is not a set of service guidelines or service models.

 

The National Specialised Commissioning Group (NSCG) has overall responsibility for the production of the third edition. The NSCG, whose membership includes the 10 Specialised Commissioning Groups (SCGs), oversees and co-ordinates the work of the SCGs with regard to specialised services commissioning. SCGs are collective bodies of PCTs who commission specialised services on behalf of their PCTs. The NSCG is also responsible for the commissioning of forty highly specialised services (eg. heart and lung transplants) on a national basis through its standing committee the National Commissioning Group

 

We would welcome your views on the accuracy of the text and codes of the draft Definition(s) attached to this email. In some definition sections we have included prompts (‘question’ or ‘comment’) where we invite stakeholders to provide us with specific feedback. We are very happy to receive comments in any format you wish. In past consultations some stakeholders have found it useful to submit comments relating to the numbered sections of each definition. Others have amended the definition directly and highlight their proposed changes. Please submit comments on the draft to definitions@... by Tuesday 19th May 2009.
