I don't know such a daemon, but if you only would like to store and
restore JACK audio clients, use jack_snapshot:

versions, that means a header or two might be added. I guess for Suse
it's in the Packman repository, but for Debian and Ubuntu I guess it
must be compiled by yourself.
If you run Qtractor, then Qtractor stores and restores JACK audio
clients plus ALSA MIDI clients.
