Masato Higashiyama and Andre Nicholson are the current maintainers.  I
am cc'ing them on this email.  If you'd like to submit your changes,
we'd love to see them (宜しくお願いします!(^^)) -- send them to this list
and/or work with Masato and Andre to gain their approval.

That site is not affiliated with the SquirrelMail Project, and it is
indeed grossly out of date, which is one of the reasons it is no
longer linked to from squirrelmail.org.
