I did not say "any version of the GPL".
"You may opt to apply the terms of the ordinary GNU General Public
License instead of this License to a given copy of the Library."
This is verbatim from LGPL version 2.1, section 3, first sentence.
I fail to see what this has to do with additional permissions.
