Most likely, this is due to differences between default settings and
user settings on that machine. When no user is logged in, TightVNC
server uses default settings. When some user logs in, the settings of
that user will be used instead. If you cannot connect to the machine
when nobody is logged in, that probably means that the default settings
do not allow that (e.g. passwords not set or different TCP port is
specified etc.).
