The gateway will send a RestartInProgress to the CA once it has finished
booting. The CA may of course be sending a message to the GW prior to
that happening, however there are certain in-order delivery requirements
aimed at ensuring the CA will learn about the GW booting before getting
a success answer back to any such commands.
