That looks like the old version packaged by Debian/Ubuntu, you should
download and run the latest SVN version of osm2pgsql:
* Install subversion, if not installed already
* svn co
http://svn.openstreetmap.org/applications/utils/export/osm2pgsql* cd osm2pgsql
* make
* sudo make install
