Wow, what find! This one has a lot of life left to it.  
 Don't worry about steering the snowblower. You are right with your assumption; the tracks slide and move easily on the snow covered frozen driveway.
My carb leaked just the same as yours. The carbs on these 8hp blowers are prone to gumming up.  You have 9 months to get the job done.
