I had exactly same problem when I got my overo + summit when it arrived.
(Serial access was not getting any input)

I used ubuntu linux and minicom terminal and got to spend quite a bit
configuring and trying different options, after I realized that 115k
speed without hardware handshaking is way to go.

And make sure that you're following your ttyUSB (in Linux) setting,
which can be inspected with dmesg command (in Linux).
