I think this sounds like a good idea.

I think the package descriptions can be adjusted to state if users are
interested in a PHP 5.3+ version, use the pear2 package. In the case
where packages are abandoned, we can mark the old versions as
deprecated in favor of pear2.php.net/PackageName.
