I seem to remember that there was a very obscure variable affecting this
to be set in the registry.
I, too, find this behavior highly irritating and silly, especially when
running things from the command-line. Or worse, running things remotely
via ssh, so the admin will have to log in locally (say, if the machine
is in a datacenter), to close those pesky dialogs.
Ah well, that's just Windows....
