Your picture is not quite clear:
Where you are WRT the server in each case
If your internet connection is 2M:2M (expensive) or 2M:512K (Normal)
So you could be hitting normal ADSL limits

If u are referring to the servers upload speed, it has plenty (about
100Mbps) as it is in a data centre.

At this point I have absolutely no idea what's causing the issue. When
I tunnel via my SSH session with putty, connection speed is full 2
Mbps (as much as my line can support). So the problem is somewhere
with the configuration of the VPN and not with the line.
I'll investigate some more with another PC on a different ISP to see
if its a problem with the server or client configuration.

I'll let you know how this turns out.-V.
