I just successfully downloaded it with Mac Firefox and Safari and the download counts seem on track, so it doesn't seem there's any new problem. Perhaps you have some kid of local or network connectivity issue.
The last time this came up, the person had an incorrectly configured MTU somewhere on his network and intervening routers not handling the fragmentation correctly.
