I don't think you can, but since there really isn't any official word on deck building, your guess is as good as mine. I just figured that 20 was the maximum in order to force people to incorporate weak cards into their deck if they want to play strong cards; like a checks and balances system in order to prevent decks from becoming ridiculously overpowered.
