You will always be able to build from svn.  This thread is just referring to the Red5 build system which actually tests the builds before tagging them.  It's the same thing as building against the trunk ;)

Successful build means the compile succeeded and zero OR MORE tests failed.
Stable build means the compile succeeded and exactly ZERO tests failed.
