Troopmaster recommended that we first try checking and or unchecking the passive mode found under troopmaster.net.  This did not work for us.
 
We had the same problem with the locked data base for a particular user. Keep this in mind if you unlock the data base the information that was put in when the database was locked will be lost. We were able to correct the problem with the use of the "unlock Database" found under in the troopmaster dotnet.

  I say yes and it looks like it downloads a copy of the database.
