Check your anti-virus software.  Make sure it is not blocking access to
the files where TM keeps database.
Create file exceptions in AV tool to skip the TM folders.  Both for
database as well as for backup location.

This may not help, but I have an old PC that I'm using TM on and I have
to turn off the moving water in the Preferences. Otherwise, the CPU is
pegged.  You may want to try that just to get some CPU cycles back.
