Everything else is there, but the

OOo_3.0.0rc1_20080904_Win32Intel_install_en-US.exe

is NOT, anywhere, period.

...AND...

Locations that supposedly work, such as:

ftp://openoffice.cs.utah.edu/pub/openoffice/contrib/rc/3.0.0rc1

are useless -- most mirrors don't have anything like that, and many FTP sites refuse to download it IF it's found.

What's the problem or plan here, and why so hard to even locate this, this time around ?

Hmm. I checked several mirrors (US, int'l, and tier-1), waited ~12
hours, and checked again, but I cannot find any en-US files.  I
finally found it on P2P

It's in the /contrib/rc/ directory... Example:
