Once the information is verified by your Council executive, the Eagle scout candidate is still going to have to put that same information on the Eagle application.

The TroopMaster application assistance report doesn't let you enter any reference names except for the parents or am I missing something? Are you telling us that your council doesn't require any references, but the parents? Also you're telling us that it's not the Eagle Scout responsibility anymore to fill out his application? What else isn't the Eagle Scout Candidate's responsibility anymore? No wonder we just celebrated our 2 millionth Eagle Scout.

For our council a handwritten application is not necessary if the troop uses troopmaster. The advancement chair may email in a troop verified eagle application assistance report. Council then uses this report to generate a verified application which is picked up by the troop.
