(Warning I an NOT an expert) - You are trying to get tomcat server running Red5.  __If__ you are just trying to get Red5 working then suggest instead that you use the more common 'built as one' version - go to

http://code.google.com/p/red5/

and download the appropriate 0-9RC1 release (both the exe install and the zip work fine). and install that as there is no WAR for 0.9 yet so you must be istalling 0.8 or something older.   If you do that the addresses are

http://localhost:5080

http://localhost:5080/installer/ 

and that works fine  (well it has for me in the few days since I installed it)

To answer your actual question. -  I have seen this when the server is already running and there is a conflict. in the port (as you are a windows user download  tcpview as it will show you what is runnig on what port.)
