Problem Fixed!

My user name syncuser did not have log on permissions to either of the servers. I added syncuser as a user and gave them administrator permissions and that seems to have fixed the problem.

I have checked the pre-revprop-change hook script exists and there aren't any typos or reasons that it shouldn't run (it is identical to the one in the SVN manual) restarted Apache, checked the log files and ensured the user exists. I am hitting a brick wall and running out of ideas on what I should look at. Can anyone help?
