Looking at the source via
http://mxr.mozilla.org/mozilla/search?string=locale.dir, you should use
the chromedir attribute. Sadly, I don't see that documented anywhere, so
you should take a look at examples in the source.

I just found that 'cause I know that locales control RTL via the
locale.dir entity in global.dtd,
http://lxr.mozilla.org/mozilla/source/dom/locales/en-US/chrome/global.dtd
