* focus change is not triggered for "unreasonable" focus policies (F(S)UM)
* shortcut focus selection honors nextFocusPrefersMouse (and acts like the mouse op in case)

passes focus to window under mouse for unreasonable and FFM + nextFocusPrefersMouse, not otherwise
