Well the article states "Ms Sullivan said the highest "legitimate" offer
was about $1.2million. Others were for much more but from unscrupulous
quarters."

So there does appear to be attempts to take over the service by
'spammers/hackers'.  How she is able to distinguish these offers they
don't say.
