tempo 0.96 works fine for me (tested with speech). What seems to be the problem for you---can you provide samples/command-line you are trying?

Hello,
 
I’m using the tempo filter to change the duration of a .wav file but without changing the original pitch. I’m working on this for broadcast applications.
 
It works fine for speeding up the sound (tempo 1.0417), but I can’t get a good result with slowing down (tempo 0.96) even with the options –m, -l or –s.
 
Can you help me please ?
