What I understood from that is that the development version is unavailable or outdated (mainly outdated). (Including the development SVN Spashot )
I see from your answer that I misunderstood.
Maybe for clarity reasons it should have stated: Use instead the development snapshot bellow.
For clarity reasons people should also know that main StartTLS code is in two code blocks. One block for IMAP and other for SMTP starttls. It is very easy to port it to 1.4.x.
