The most even distribution of 31-day month over the 4-year Olympiad is achieved by dividing it into 3 periods of 16 months, each having 7 long months: 30-31-30-31-30-31-30-31-30 30-31-30-31-30-31-30.
(I don't think this scheme can be made symmetrical, FWIW).
