Consider it more like a OpenStep compatible clone of Cocoa. There  
won't be something like Carbon or an OS kernel anytime soon.

For a desktop environment you likely want to have a look at the  
Etoile project.

Actually, I consider GNUstep being (more than a few years ago) just a  
development environment (and Etoile being just a desktop environment)  
is perfectly fine, like in "Do one thing and do that right".
