What we did was to sell the licenses in batches. e.g. 1 License = 100 Euros per unit ( = download) 1000 LIcenses = 75 Euros per unit 25,000 Licenses = 1-3 Euros per unit So the unit license price went from 100 Euros per license for a 1- by-1 download, right down to 1 Euro per download, but to get the 1 unit per license price they had to buy a 25,000 license batch up front (This simply took the form of a signed agreement). That way they are taking the risk of deciding how many licenses they'll use - not you. If they don't want to take that risk they just pay a higher unit price. To monitor the downloads, we set it all up on a server so that the actual download link (housed on their website) pointed to an archive on our server. h.t.h.
