It's more a workaround, but you could create a "test" remote cache that is not included in any virtual repo and is limited by pattern to a single artifact path (so the effect is minimal even on the "repo" global virtual repo) and/or even to admin users. You can then assign a different proxy reference that you wish to test to that repo, delete the repo (single file) content and try hitting the file's url to check it can be retrieved remotely.
Or - you could, of course, use wget or curl to test any kind of proxy config combo from the command line ;)

I would like to be able to test the proxy connection from within artifactory
to make sure it can access the internet. How can I do that without having to
play with the cached data? I don't want to delete some cached data otherwise
if my connection is broken I will not be able to get them again and my
collegues will kill me.

Any clue? A new feature for artifactory?
