Just tested this out. As far as I can tell, it's still broken.

I tested by modifying the manual example schedwhen.csd. I first substituted 'instr 2' with 'instr Foo' and it ran successfully. Then I substituted 'schedwhen ktrigger, 2, kwhen, kdur' for 'schedwhen ktrigger, "Foo", kwhen, kdur'. It spit out this message to the console:

instr 1
error: input arg '"Foo"' of type string not allowed when expecting k, line 26:
schedwhen ktrigger, "Foo", kwhen, kdur
instr Foo
instr Foo uses instrument number 2
1 syntax errors in orchestra. compilation invalid
