I've never built a bootable USB from a virtual machine, but I believe that it can be done.
What I'd do is this:
Install 10.04 on a real pc
Use the menu option to create a bootable USB
BOOT the usb.
step1 now accomplished.
Get a usb with enough space. Try a 32G usb.
You may need bigger (

see they do exist!
Repeat menu build
Boot the usb
use apt-get tools (apt-cache search is your friend) to install a build environment

I'd also consider other USB boot technologies. I've found that some USB sticks are ..s..l..o..w.. and thats a bummer if you just spent $100s getting one.
