Just to make clear one thing.
If you edit the context.xml (that will be automatically copied from your war archive to conf/Catalina/localhost/WEBAPP.xml) your webapp will be redeployed.
That means, that the server will NOT be restarted, but your webapp WILL be redeployed (which will result in downtime for your users).
