Sorry for replying to my own question but I just found the answer staring at me in the docs:

$mail = new PHPMailer();
$mail->CharSet = 'UTF-8';

I am putting some Japanese text in the subject of an outbound email and it is showing up as grabage.
Is there any PHP mailer magic to help with this?
