I may be wrong, but from your message, it appears that you are attempting to cut a polygon and then export it as a jpg to be viewed in another program. If this is correct, you need to start editing in the the editor tool bar, select your polygon and then from options select cut.  Draw a line from the outside of the polygon through your polygon and the double click on the outside again.  This will cut your polygon and give you two seperate areas that can then be color coded and your outline will display the two different polygons.  Save your edits, and then go to the layout view and select export map and select JPG as the format.
