You forgot the "for IKEv1 use" in your reason why it was created.

If they actually use IKEv1 and use that IANA registry to map group
numbers to parameters for that use, then it is fine. If they are using
it for some other purposes then I do not care, and I do not think we
should care what they do for that, and we should not add stuff to our
registry just because someone want some numbers there for some other
reasons than for the IPsec use.
